Prince Lobel Welcomes Back Paige Scott Reed

After almost two and a half years serving as Chief Legal Counsel for the Commonwealth of Massachusetts under Governor Maura T. Healey, Paige Scott Reed has returned to Prince Lobel as a partner.

Paige was one of Governor Healey’s first appointments in December 2022. She is the first African American woman to lead the Governor’s legal office.

As Chief Legal Counsel, Paige managed the legal mechanics of bringing the Governor’s priorities to fruition across Massachusetts. For, example, she brought together a team to draft legislation that created a new secretariat – the Executive Office of Housing and Livable Communities – to drive greater affordability and transform housing.  Paige’s skill and commitment helped make the Massachusetts Community Climate Bank—the Nation’s first green bank dedicated to affordable housing—a reality.  Paige’s calm under pressure, hardworking nature, strategic thinking, and legal acumen played a key role in the administration’s successful effort to avoid significant damage to our healthcare system after the collapse of Steward Health Care.

Paige also shepherded an impressive collection of judges through the judicial nominating process. During Paige’s tenure as Chief Legal Counsel, Governor Healey appointed two Supreme Judicial Court Justices, three Appeals Court justices, and more than 60 judges overall, not to mention a historic register of probate, three additions to the Parole Board, and several clerk magistrates.

With Paige’s assistance, the Healey Driscoll Administration brought a renewed focus to executive clemency, reworking the Governor’s clemency guidelines to be more just and effective, nominating Parole Board members with the experience, knowledge, and commitment to support rehabilitation and reentry, and making the use of pardon power in Massachusetts more equitable.

With her return to Prince Lobel, Paige rejoins a vibrant practice focused on solving difficult transactional and litigation challenges for public officials, corporate executives, boards of directors, and technology innovators. Paige is an accomplished transportation and employment lawyer. She has seen success in a range of matters from general transactions and regulatory, administrative and procurement work to representing clients in litigation.

It was the honor of a lifetime to serve as Chief Legal Counsel for Governor Healey.  I have learned so much from my time in public service, but I’m now ready to return to the private practice I built and love,” said Paige. “I am eager to serve clients again at the firm where I spent so many years helping clients achieve business objectives before stepping into my role with the Governor”

Paige has represented clients from government organizations to private companies, innovators, and non-profits in matters involving employee management, contract negotiation, publicly funded projects, and development transactions. Paige was critical in creating a private public partnership for the redevelopment of Back Bay Station and in acquiring federal funding for the MBTA’s Green Line Extension.

She has built a record of success over almost 30 years of representing both public and private organizations in a range of matters,” said Managing Partner Craig Tateronis. “She was an integral part of the firm’s Employment Law and Litigation practice groups and a leader in building our unmanned and autonomous systems practice prior to her departure. Paige is an active member in her community. She is a former President of the Massachusetts Black Lawyers Association and former Vice-President of the Harvard Law School Association of Massachusetts. She also served on several boards, including the Executive Council of the Boston Bar Association and the Board of Trustees for Boston Harbor Now.

She previously worked as general counsel for the Massachusetts Department of Transportation and the MBTA. She also worked as Corporate Secretary and General Counsel to the Boston 2024 Partnership for the city’s bid to host the Olympic Games. Paige received her A.B. from Harvard College and earned her J.D. from Harvard Law School, where she served as an Executive Editor of the Harvard Law Review.
